what is this?

I found this curious piece today in a park in West Ashley s.c. I'm not sure of type of metal it is. It was found on an old home site. Oldest thing I've found in this spot was a 1916 wheat penny. I'm stumped as to what this could be. It is attached to leather and I'm unsure how long leather would last in the ground. It seems to have tool marks making it hand made. If any of yall have ever seen anything like this let me know. Thanks guys.

Maybe a badge of some kind? Does that look like a Red Cross cross or a Christian cross to you Breezie?

I think this one is a generic Christian cross; the Red Cross cross is more symetrical. Breezie
