What is the diameter? Is it brass? If not, does it attract a magnet? Does it have any type of lip on the edge that could have held a mirror or reflector?

I think it is a spike paper holder. Used to put them on a desk to hold receipts or other papers. The paper was pushed down over the spike and held in a stack. That pin or spike is bent. It would have stuck straight up, or vertical.

Yes, I was thinking that too, which is why I asked about the edge, but the mirror rim could have fit over the edge of this piece. I could also have been a mirror on a bicycle. Breezie

I meant to say that I agree with a bicycle mirror, but apparently got distracted... :)
Does the rod pivot in the post on the back of the frame? (may take some oomph or oil), or at least does the rod have a ball type end that looked like it would have pivoted?

Ok I am back. The piece is made of iron. The rod does pivot. There is no lip on the edge of the round piece. Thanks for all of the ideas!:-)
