Gas mask diaphragm perhaps? Does the rubber boot look like it may have allowed air one way but not the other?

Definitely! I never thought of that. I don't see holes that go through and it has a metal back so I don't think air could go through. But you never know!

If the center is threaded it would look like the piston from an old pitcher style hand water pump. That would explain the rubber on the side and bottom.

Only other thing is about a 1960s GM gas cap , while missing the outer cover lock ring.
My 63 vw gas caps pretty close, they all use a outer 3 tab twist cover rubber vent
and rubber/cork seal inside
