🔎 UNIDENTIFIED What is this tool/press?

I am normally pretty good on identifying things but this one has me stumped. My kid found this (Southern Oregon) in an area known for logging and mining.
It’s all brass, missing a handle and no other markings other than the ones shown.
Resembles an old press of some kind, it seems to have a zinc plate attached or smashed to the contact area.

Welcome to the "Show".​

I believe it to be an Antique or Vintage Cigar Cutter.
I am of the opinion it was made by a famous German Maker "Solingen".

Interesting device but unlike any cigar cutter I am familiar with. It could very well be just that, though!

My first impression was that it could be a crimper for metal banding clamps.
