What is this Thing

Hello All. I found this brass item under a driveway at a set of 19-teens homes sites...an empty lot now.

It is thick...too think to bend by hand. I never like to say "I have no idea"...but I have no idea.

Heat it up a little, then use pliers wrapped in an old t-shirt to bend back out what you can so you can get a better handle on the design. Cool find!
