Was this "found" outdoors or was it "brought" outdoors?

EDIT: Ok, I got it now. It came from a barn. Get a disposable plastic cup and put some of the red powder in it. Add a little bit of water and watch what happens. If it seems like it's a dye for concrete, you should be able to tell fairly easy. Is possible it's simply powder for making red clay pottery. Did you notice any other pottery there? Any red concrete? Of course, it might have been left over from an in-house project, also.

Try to get a better pic of it.

Yes , I was thinking that . When I picked up the bucket , I ask the guy if I could dump the red powder in a box and put it in his truck which was heading for the dump , He said ''No just dump it over there on the other site of the stonewall ''

I thought , Yikes ! This place is waterfront property and I dig clams down there far a living - so I took it home .

Have you checked to see if the paper bag has a label?
if not put on some rubber gloves and a face mask dump it in a big box slowly so not to create a dust cloud and check the bag for a possible label or marking indicating what it is.

If no label/markings there no real way to tell for sure what it is other than having a sample tested at a lab.
