Maybe a small clock pendulum that has been bent over? It's a little hard to tell from the photo....is the hole in the narrow section or wide section?

I don't think it's bent I think that's how it was made

I thought about those but why would it have the hole thingy? If it wasnt for the hole I'd say tie clip or hair piece or even the money clip. This one is very odd
