Looks like a .223 blank? M-16 Ammo. I believe they are mostly used during war game exercises and funeral details.

It's too small for a .223 / 5.56 , Maybe a pistol blank. 40 cal?

Looks like a 5.56mm (.223 Remington) to me.

The caliber is based on the bore size - not the base. Except for some just to confuse folks (like the .38 S&W that has a bore of 0.357")

Lake City Arsenal of Independence Missouri, batch run in the year 2000 and for possible NATO use. (The circle with the cross inside designates NATO).

Side note;

HC - to figure the caliber of the round, on a bottle neck cartridge like yours, you want to measure the inside diameter of the neck (skinny part), not the outside diameter of the body (Fat part)

Also because of the circle with the cross in it, it's a NATO round or 5.56 - 99% sure NATO does not use .223

5.56 = a higher pressure round / more gunpowder / military round
.223 = Civilian round

All 5.56 rifles can shoot .223 rounds

But rifles chambered (barrel stamped) .223 can not shoot 5.56 rounds safely due to the higher pressure.

Measures a tad under 1/4 inch...can mark this one solved...thank you for the info.
