Cigar cutter, watch fob or chatelaine. Victorian, likely sterling, should be marked somewhere.

It’s definitely a cigar cutter, google - “chatelaine” or “fob” cigar cutter and you’ll find several examples. One the many “smalls” I enjoy collecting. Cool find!

It would be helpful to have a bit of background info on where and the conditions in which it was found?

To me it looks to be Middle Eastern in design.
It's obviously a pendant that hung around the neck, but what was it's significance.
