What is this little man?

Hello everyone. I dug this little man from underneath the roots of a very old tree at a very old park. It looks like he’s holding a rifle and on the back of it it looks like maybe it was a part of something. Like maybe pressed into leather maybe? There’s a flat spot like it may have been flattened to gold in place? Thanks for looking. Hope someone solves this?
