Looks like a WWI collar disc, although that seems a bit big.

I think sometimes they had a little pin/frog deal as well to help keep it from spinning, but the hats had pre-set holes too... It may well have depended on the manufacturer of which I'm sure there were many.

My wife found a button today that is exactly the same as the front of your pin. The button we found is a Great Seal button made from 1902 through WWII. Congrats.

Yes... the great seal hat pins AND buttons are still made to this day - the difference in age being the type of back ground on the pins... always cool to find the military buttons no matter how old they are!
