Looks medical to me, some kind of a puncturing/scarification/vaccination kit maybe?

They could be a set of tools for engraving metal such as copper printing plates or used to engrave jewelry. Thats what the tips lead me to believe.

Just tidying up some blasts from the past (including some very ancient ones), largely for the benefit of anyone searching the site for information.

Those are definitely medical and could be for human use, but more likely to be veterinary. The tubes should nest into one another and fit into the holder. They’re called ‘cannulae’ and have a three sided cutting point called a ‘trocar’, used for withdrawing fluid from a body cavity or collecting tissue samples for diagnostic testing.
