It is too small to be a pie server, I just checked it compared to another pie server in my house and it is simply too small for that, unless it was for miniature pies...lol

Masonic trowels come in a wide range of sizes, and many are quite small since their purpose is symbolic rather than functional.

could be an old bricklayer's trowel or stone mason,i have one like it minus the decoration,looks like the wood handle is missing though,is there a hole there?

It may have been silverplated at one time. I have seen very small trowels that were book markers 2- 4 inches.
