Agreed: it is a decorative trowel, minus the handle. I suspect that it may be a Masonic trowel similar to this one:

It is too small to be a pie server, I just checked it compared to another pie server in my house and it is simply too small for that, unless it was for miniature pies...lol

could be an old bricklayer's trowel or stone mason,i have one like it minus the decoration,looks like the wood handle is missing though,is there a hole there?

It may have been silverplated at one time. I have seen very small trowels that were book markers 2- 4 inches.
