What you have seems to be some kind of souvenir medallion relating to the foundation of the city of León in Spain. Whatever is on the other side may shed a bit more light on exactly what it is.

Note at the left it says “Legio VII Gemina”, which was a Roman Legion raised in Hispania by the general Galba as part of the rebellion against the emperor Nero. There had been a military encampment of “Legio VI Victrix” since around 29 BC where the modern city of León stands in what is now Spain. It was originally just known as “Legio”. After Legio VII Gemina was raised in AD 68 it was also deployed to the area and consolidated with the existing encampment to become a definitive settlement from around AD 74. The city nevertheless regards its foundation as AD 68 when Legio VII was raised and deployed to the area. So the date of 1968 on your medallion was the city’s 19th centenary (XIX Centenario).

The other places on the map are various parts of the Roman empire at the time, with their Roman names in Latin.
