Looks like a vintage chain used to pull stuck calves on a dairy farm.
The two ends with the T's are looped each around front hoof, then by passing the T thru the chain to grab onto the leg, and apply leverage to pull the calf out of the birth canal.
There is usually some handles with hooks that can grab the larger end loops of the chain to add grip too, may still be in the area as well.

The 'T" on the end is for locking into a ring, on another chain, wagon, etc.

pretty sure this is a tie chain to hold the cows when milking. one t piece went through a ring on the feed trough and the other went around the cows neck and into the appropriate fitting ring.

That brought back memories of dating a dairy farmers daughter when I was in high school. Showed up one day to pick her up on a date, instead spent the next hour helping her father pull a calf out of a cow backwards with rope and a 6 foot pry bar. BRUTAL experience, the mother died and the calf lived. Never did get to go on that date that night.
