I believe the anchor button was made this way, based on how many are available for sale online. For example: Antique vint Military Uniform Button Early Navy Brass Anchor Rope Edge Set of 4 | eBay
I'm pretty sure though that they are 20th century fashion buttons, like Hut mentioned.
The "Great Seal" button is also 20th century, having been introduced in 1902 and the raised rim (like on yours) added in 1910. There are traces of the gold colored finish remaining which suggests its probably after 1923 when the black finished buttons ceased being made.
