What is this blue stone?

Could anyone give me any help in ID'ing this stone? It was found 20+ years ago near an area of a slaves quarters on a plantation here in eastern NC. The owner has never been able to get a good ID on what it is. The design is cut into the face of the stone which is flat with some facets on the sides. The design seems a little Oriental to me but we still do not know what it is. Any help is appreciated.

It may be the matrix of a wax seal, fob seal, or seal (intaglio) ring. The design is incuse (below the surface) so that when the matrix is pressed into wax, the same design will be raised on the impression. Although many of these were made from semiprecious stones, quite often the material was actually colored glass.
