What is this? A pipe for smoking???

Hello everybody !...A freind of mine asked me what this was used for i said a turkish style smoking pipe,But is it!?! It comes apart has a feathered peice that slides inside and is tweezer like,appears to have another peice missing.Approx.12in. tall,has hallmarks but i cannot get a clear picture of those.So ANY info. on this item will be greatly appreciated,Thank's&HH ALL!!!
Bottom has holes that are approx.1in. from bottom of"cannisters"?
