It could be part of a mechanical pencil. Is there a hole in the pointed end? Can you turn/rotate the area above it? Breezie

is it hollow top to bottom
how does the bracket affix to the item
does the bracket rotate over the end?
any screw marks?

no hole at the pointed end....the other end is hollow, no screw marks...I cannot move the ring part (the bracket?), could be frozen shut?

Since the pointed end is solid, it could be some type of punch, perhaps for leather. The open end would hold the shaft.

I might want to look closer at the tapered end. Althought it may be crudded up it may also come out of the tube. Screw out or pull out? Who knows?
Now I'm wondering what's inside the tube?

A plumbob would have the attachment ring balanced to hang (Plumb) straight.
I have used many different types,most common have threaded top,with small hole for string to attached thru hole and knot tied inside to keep string from slipping thru(done for easy replacement of string)
