It's called a crenellated border, as in the crenellated battlements of a castle. From the Latin 'crenella', a small notch. Not to be confused with a meander border of the 'Grecian key' type.

It has a name, but for the life of me, I can't remember what it's called...feeble brain I guess.

It's called a "Pulse Width Modulated" border.
I'm an electrical engineer. So it's probably a good thing I didn't get to this post first! :)
