It is a civilian-clothing "Fashion" button, whose iron back and thread-loop have rusted away. That iron-back type first began being manufactured in the 1840s, but has continued to be produced for 170+ years (all the way up to the present day). Because your button's iron back is missing, unfortunately, there is no way to date it with much accuracy.
