Looks like a homemade lead plug used to fill a hole/gap.

GK, that looks almost exactly like what we have laying around our shop. What we have is a soft hammer, made by inserting a pipe into a mold of some kind and pouring molten lead into the mold.
Break away the mold, and, voila, you have a soft hammer, much preferred for delivering blows of authority to hard steel without risk of shattering said steel. And at this stage in its life, ours is much deformed. Yours looks like someone cut it off the pipe handle with the intent of tossing it into the melting pot, maybe with pouring a season's worth of sinkers in mind. Betcha the other half is somewhere within throwing distance... or maybe is scattered all over the bottom of someone's favorite fishing hole... :)

I agree with Elmer Thudd and GL, it is part of the head of a lead hammer/mallet.

But after reading this Quote: "found it in a tot lot", I think it is a toy lead hammer/mallet! ::) :D

Could it be the dreaded lead off a lead head nail, which was used on the roof iron, so as to seal the nail.

Well today I found a 12" chunk of re-bar in a tot lot (6" deep).
But it could be the face of a hammer used to construct the play structures.
I hunt tot lots exclusively, and have found my best "Benchmade" knife
about 5" deep. Presumably lost by one of the workers who put in the bark chips.
