Perhaps it is a starter/flywheel that is used on a small gasoline motor. Put a knot on the end of a rope. Wrap that rope around the flywheel and pull. Repeat if necessary until motor starts. For a lawn mower or ...

my kid used to play with a toy call bay blades or something like that, and they had a metal ring in them like that and about that size lol, I'm sure i'm wrong but thats the first thing i saw. I know when i would run across them in the yard with the detector they would ring up around lead to copper depending what i was swinging.
