The design makes it look like some of the older buildings but with a 1950's futuristic idea of how they thought the future would look.

The screw at the bottom would suggest a "leveling" screw. Does it show Any Indication at the top that it broke off something else?

Art deco monogram stamp, just missing the letter portion? I like the architectural style... It would make a nice lamp finial, if it wasn't one.

Yeah, I agree with it as a finial, with the bottom part holding it on. Just a different configuration than I'm used to.
