It looks like some sort of manufacturing jig or form to me - probably for something flexible.
I'm thinking of formed cloth or wire mesh, where the finished product has a rolled-over lip (thus the re-positionable wire brackets). Or whatever material they are.

The fact that the brackets are not uniformly spaced suggests (to me) that any rolled-over lip might not be circular.
Perhaps a wide-mouth pour spout, or ??

Not sure why, but I just have the feeling that whatever this form makes, it's intended to "sit" into something (like a big drain strainer), and not sit on top of something (like a hat).
As to what it really is...? :dontknow:

do the metal railings fit in the other holes
in other words, are they adjustable? can they be moved in to other holes?
or are they for decoration?
do the pin holes on the bottom go all the way thru to the inside?

I agree... made for something... school class project even... I would say water tower looking as well.
I would say the train set is probable.

Maybe it's a jig for tying fancy ribbons or bows.
