Looks like a wick holder for an oil lamp to me.

I agree with robaz it looks like a Lamp Part,
but early Wicks I'm aware of were flat & the hole looks Round.



though Pineapple torches have the closest I see





I'm going to guess if it is a lamp part it is an electric Lamp part
& a wire extended through.

I do not think it goes to a lamp. In the second photo the end is threaded, and don't believe thy are.

Looks more like the bezel to a Victorian bathroom sink faucet...almost identical to my two bathroom sinks...

I believe it to be the stopper from a crown top German porcelain perfume bottle from the 1920's-30's. It's missing the cork, and of course the crown that screws on.

Don't know what it is but I like it.
Thought of a cabinet hardware knob trim but if you look the underside has 4 pins and above it's threaded so the whole thing either (handle/bezel/whatever its mounted to) moves or most likely doesn't. Perhaps a cabinet door pull that utilizes a separate latch?

I think you have made another brilliant identification
That explains the small spikes under the flange - they are to hold the cork firm while twisting it for removal.
