Just a guess, it kind of looks like a part to and old pump BB gun.

Are the two wheels concave like little rollers?

I am going to guess that it is a clothes line tightener/ clamp. In doing a quick Advanced Patent Search, I see quite a few similar devices, but didn't spend a lot of time trying to sort thru to find an exact match.

Looks like stoppers for blinds or shades like where the strings would go through maybe curtains.?

They do appear to be rollers but they are flat to the touch. Not concave which would fit, say, a clothes line. Thanks for the reply.

I have a feeling I've seen something a lot like that before, I can't seem to conjure up any actual memory of what it was though.... I keep wanting to think it's window hardware for some reason
