Found what I believe is a button. Looks like an eagle holding an anchor with 13 stars around it. The back looks like it rotted away. The diameter is .908 inches. Can anyone identify this?

Actually it may be a fashion button. For many years they reproduced the navy buttons. You can generally tell by the iron back they have on them.

Duggap is right. When a "coat size" (.8-inch or larger) navy type button has an iron back, it is almost certainly an imitation navy button manufactured for the "Fashion" civilian-clothing industry. (Button-collectors call that type a "Fashion" button.)

Extremey similar "Fashion" imitation navy buttons are still being made and sold today, at stores like JoAnn Fabrics & Crafts. Here are photos of some still on a store's sales-card. Note that the back of the card says "La Mode - the Fashion Choice."

It's definitely the button from a U.S. Naval officer's dress coat, can't be sure of the year (they don't change much). Here's a picture of one of the buttons from my own coat.
