I can't make out what it is, too blurry. I can kinda' tell it is some kind of head. Monty

Aaaah, Now I see what it is! The pic of the one complete looks like some kind of pipe, but I understand there is no hole to draw smoke. Probably a cheap prize for one of the midway games at the carnival. Nice ID. Monty
