What is it?

I found this in the vicinity of the Stone's River Battlefield in Murfreesboro, TN this past Monday along with a Civil War 3 ringer round. The two rivets are brass and the body of the object appears to be iron. I am attaching an overhead view as well as a side view. What is it?

looks like the top to a floresent light starter.

I am thinking along the line of maybe a heel plate but the rivets have me still guessing.
