I think is some sort of masonic ring for sealing wax. Used to seal up a letter so nobody can tamper with it until it's opened by the addressee or you'd be able to tell.

Looks like a compass, mason's hammer and maybe a trowel to me. Definitely a signet ring. Nice find. Doesn't look American. HPS would be the persons initials.
