What is this how old. What century what type of metal ? Hand forged ? Size reference next to a us quarter ruler and measure tape. The complex of buildings ranged in dates of construction from 1935 to 1959.*Hotel demolished 2017 could it be modern or old? Looks like a bit of Type K 1/2" copper tubing. 20th Century

Appears to be Spring steel with graduated markings. Judging the wear on it, i'd say a fine vintage around 1990. Likely of Craftsman or Ace Hardware origin. Possibly old enough to have been made in the USA, you'll have to look for markings to confirm.

3 rivets...Vs more common 2.

1/2" copper tubing that has been crimped and soldered closed.
Plumbers did/do this to test the lines for leaks when they pressure test the system.
They cut it off when they "top out" and attach the finish hardware.
