I could be wrong but it appears to be what is left of the stem to a ceremonial Peace Pipe. I have quite a few that have beads and feathers hanging from leather strapping. If you dig more around the area where it was found, you might find the bowl to the pipe.
I've not only seen them. I used to make them. A 16 cent alligator clip, bead, leather, feathers, dab of glue and boom, you have a $2 to $5 "hat clip" I sold hundreds to a local Head Shop in the 70s.
Everyone had them in the early 80's.
Not knowing the size composition or weight maybe the barrel end of a smoothbore rifle that was fired with the muzzle blocked full of mud? I suppose the beads could be a native thing.
