Its a Padlock key hole cover

Specifically, it is a brass keyhole cover from a 1700s-to-1800s version of British-made padlock. It shows the British royal crown, with the letters "WR" representing King William IV, who reigned from 1830 to 1837 (which dates your padlock keyhole cover to those years). Here's a photo showing a brass keyhole cover on the padlock.
