What is it? Brass & Bakelite

I found this in the woods near a 1900's house site occupied up in to the 50's. object appears to be brass with a steel cable (ground wire?) and a bakelite tube on a swing arm.

My guess is a power pole fuse.

Agree. Part of a power pole fuse cut out. Bakelite may be 30's or 40's.
