What is it!. 31 button, coin or bag seal?

This was found in the NJ coast. Grey in color, heavy-ish and feels like lead. Rang up around a 18 on a nox800. A friend thought it was a 31st regiment button but the fonts don't look the same. If anyone has and ideas what this is - its size is about a nickel.
