What is International site visibility ebay UK ($.20) just started showing up?

I made a few listings today and the following option showed up.

eBay UK($0.20)

I usually select global shipping as an option. I thought they showed up automatically internationally. Is this another way to get a little money from everyone.
Or is it an option I have never seen before?
