All I see is a corroded zinc Memorial with an interesting inclusion.
Most likely just a chemical reaction to the metal from the soil in your part of the country.

Seriously Though, Looks like Someone Embedded a blue Stone
in it.

If it is a stone or Glass equivalent.
Pendent may be on the Right Track.
May have originally Been a Necklace

I've seen coins where jewelers have set gemstones in coins. Once you break the copper plate on a zincoln it will oxidize and or corrode.

Looks like your ring was in a fire and possibly caught a loose sapphire or imitation made from blue glass.

Looks like a mint error to me. I think someone accidentally left a rare stone near the mint die and BAM....Mint Error - Rare Stone
