What is a Victory, Liberty , Loan Lapel Pin?

lapel pin.jpg I recently found this lapel pin that has Victory, Liberty ,Loan on the front with what appears to be a roman soilder holding a shield in one hand and a lighting bolt over its head . Can't really tell due to it being old. On the back side it says"PRESENTED FOR PATRIOTIC SERVICE" 5635.When was these issued and what war? WWI or WWII . I couldnt find any info on this pin online .
