love token/hobo carving are possible,
but being both sides look nearly exact.

More Likely a Counter Stamp

It is a counter stamp of some sort,
I found one with a different stamp,
But made with a similar tool ,
Notice the serated edges of the stamping tool?

Yeap, Counter-stamped in the 1800s, but very hard to track the traders of these
