stripes were used through out world war two.
ribbons are still used red and yellow is
national defense service ribbon.
boards are navy stripes are army.

It looks to me like you have a mix of things. The corp stripes are pre WW2 to late 40's. The shoulder boards I do not believe to be Navy since the Navy uses a star and not an anchor. I believe they may be merchant marine. The ribbons without seeing the backs are hard to date and could be WW2 to modern. The buckle could be a WW2 English made buckle for a uniform jacket or coat or not. The buttons look like a mix of civilian and military.

The shoulder boards are interesting and should be researched more.

Those guys were right on it! Definitely World War 2 is what I would say!!! :thumbsup:
