What does the "A" designate in a 1963A 2 dollar bill?

The "A" designates a change in the Secretary of the Treasury.
Anytime there is a change during the issuing of note of either the Treasurer or Secretary of the Treasurer, there is a letter assigned to the new series signatures.
The $1 silver certificates from 1935 run clear up to "H."

Best,
Scott
