Just a guess, but it looks one of those that balls that contained a fragrance (early 1800's and way before) that ladies wore on their clothing before deodorant?

The sort of jewelry made from these brass filigree stampings (it was originally flat) is often referred to as Bohemian. I think Subterranean is right on about how this one was used, as colored glass (Czech glass) was often used in this type of jewelry.
