What do these hallmarks mean? Also, what are these little plates used for?

This is your mark I think. I believe those would be considered dessert plates.

They look like silver plate over copper to me. I think I'm seeing copper in the monogram and in worn off areas on the edges? They do look old like something from the 2nd half of the 19th century imo.

I believe they are butter pat plates (but you didn't mention the size).
There appears to be copper peeking through, which indicates they are plated.
edit: Oops, Tamrock explained the copper while I was typing, I didn't mean to be redundant.
I agree about the general timeframe. These reached their peak in popularity 1890-1910, after which dinner service sets were simplified, with these being left out.
