Found this the other day when it was nice out. Didn't expect to say anything...so what did it say and what is it off of?

I would guess that it's part of an automotive badge, but confusing the search for a match is that many dealerships used to have metal badges of their own... But I hope it looks more familiar to someone!
Could have said O'TOOLE PONTIAC... Except I just made it up. The bottom could also have had the city in which the deanship was in... Paulding? (that's nearby right?)
Or I could be wrong about this theory altogether.
