Older than that, but I don't know how much older. The need to punch holes in leather has been around ever since horses used harness with buckles, before that awls were used to punch holes in leather for sewing. So about the same time rivets were invented, I imagine the need for a punch evolved. Who know which came first, but punches have been used for probably hundreds of years. I would think some guy with a punch set thought that having all those sizes on a wheel would work great, probably in the 1800's, if not before. Just my SWAG.
