What are these??

I found these in one of my deceased relatives stuff and cannot find anything very similar to them. I think they had something to do with military uniforms. One is brass and the other silvery. Possibly it is not military but some sort of civil service achievement tie clip. What are these?

is there solder residue on the back of the clips at all ? the type of clip looks more like a sweater or stole clip, that would have a chain between them.

I would assume they are soldered but I see no residue of any kind between the clip and button.

Yes, but I can't find anything on the internet that resembles them. I worked for the State of MT and every 10 years we would receive a gold tie tack with a different stone inset in them. But they were actual tacks not clips. These definitely look like some government entity produced them. Both of my relatives were in the service but none them produced anything like these, at least that I can find???????
