WHAT ABOUT THIS WHEAT CENT?

Hello!
MY father and I were going through coins that he and his father saved throughout the years, and i came across this. I can only make out 193 for the date, and the edges where the cuts are stick out past the rim in spots. I was thinking this came from a broken die, but I am not sure. I tried to take the best pictures that I could, and this is how they came out.
Any info at all would be great.
I am going to take a picture of the coin on edge where the damage is, and repost. The rim seems to be intact where one of the cuts are, but it is really thin and not broke through.
This is the first time my father and I looked at any of these coins, and I hope to find alot of very interesting coins.

Someone took a pair of cutters to it, they just never got through it.
 

exactly right, I have seen many coins done like that, but none that are that severe,, like they couldn't take no for an answer ;D. But, really, why did they do that? It was well past the time that people used cobs and those were silver and gold. Think there was any purpose for them?
