Definately horse decor (rosette) as you can see the two broken fixing points where the bar went across.

My guess was bottle seal...

over the cork, on champagne or other wine, affixed with lead foil and maybe wire bail

But if you folks think it's horsey tack I won't disagree....

Where was it found?
Around many horses or at a picnic ground?
