I think it's a Niddy-Noddy (no kidding).

They are used to make and measure out skeins of yarn. Yours is collapsible.

I can see where you're going on this, but I'm not convinced. I think the folding parts would make it difficult to use for that purpose. They would collapse too easily.

Besides, this item is grimy-dirty on the handle and other places. It looks like it has spent lots of time in the hands of a working man. It folds to fit in his tool box (?).

I don't know what it is, but I don't think it is a niddy-noddy.

Definitely Collapsable something.
Im betting the round handle looking thing in the middle slides up and over the metal hinges to that stop, locking it into a straight or long configuration of whatever it is.
You dont have a Pic of it like that..
Can we see that possibly?
Im guessing the end pieces open at 45 or 90 degrees of one another
If thats the case.. Niddy-Noddy may very well be the ID.
